During the cold war the Russian government carried out experiments to determine if poltergeist and demonic powers could be used against the enemy.
Boogieman is the result of these experiments. It's unclear exactly what was done to him but it is known that the has been possessed by numerous demonic creatures.
Once the government realized they could not control him they attempted to imprison him in a sercert faciltiy under Chernobyl. But no mortal prison could hold him. Now he's free and out to haunt your nightmares.
